Description: The competition that was announced at the beginning of August asks for nominations from citizens, activists and NGOs on two categories: friend and enemy of informations. The category of "friend" looks for active and friendly approach towards information dissemination beyond the scope of the FOIA whereas the category of "enemy" looks for subjects that constantly deny access to information, the grounds for denial are "creative" or try to scare off applicants. The nominations are evaluated by a committee of 10 activists, investigative journalists and other members of society.
