The Romanian Institute of Training, in partnership with Association Pro Democracy, released a monitoring project last wednesday of data was collected during april-may measuring compliance of public institutions with the romanian FOI legislation. They targeted 70 of the ~150 institutions that deal with european post-accession (or structural) funds, a hot topic on the romanian public agenda.

The overall response rate from the selected public institutions to our 501 FOI requests is 62.48%, and the overall quality of responses turned out a meager 2.94, on a scale from 0 to 10, where 8 represented full compliance with the law, 9--best practice, and 10--excellence. The quality of the 313 answers received (for non-answers we awarded 0 points) was just a little higher, namely 4.71 on the same scale.

The announcement of the institute further looks into access to information for those with various disabilities, and turns to readers with an appeal to inquire into the information needs of the visually-impaired members of their communities. Finally the institute encourages readers to request information from institutions relevant to their own interests, struggles and daily activities with the aim to raise debate and advance the right of access to information in Romania.
